To create self-adhering memos, an adhesive is added to each of the papers before they're cut and creates the temporary stickiness. To make non-adhering memos and notepads, each sheet is attached to the next as the paper is stacked.

Promotional companies that supply promotional items like paper cubes usually have a major manufacturer that supplies their standard-stock and custom orders. The selling company usually chooses various designs of paper cubes and then places orders with the manufacturer.
